Governance processes of urban and energy planning

Review of current governance processes (D4.1): In each participating city, the project team supported by a Local Working Group analysed its urban planning processes to find out how energy issues are currently dealt with. These analyses were summarised in internal working papers ("city reports"). This report presents the status quo across all cities and for each city as of June 2016. Download PDF

Integrating energy in urban planning processes – insights from the cities (D4.2): Based on the analyses before (see D4.1), the cities developed proposals for an energy-related upgrade of their governance processes. The output were approaches of upgraded governance processes in each city. Moreover, the approaches are not only covering the planning process(es), but also the legal framework, strategies or changes in organisation. This report provides the big picture and a comprehensive overview of all developed approaches. Download PDF

Implementation plans (D4.3): According to the approaches of integrative energy planning, the partner cities developed implementation plans, being suggestions that delineate the next steps in the process for selected elements. This report provides an overview and all implementation plans of the cities. Download PDF

Instruments and tools

Common analysis grid (D3.1): This report depicts the methodology for gathering and cataloguing all instruments and tools relevant in urban and energy planning. The document provides useful examples and a structure that helps cities organise their own instruments and tools relevant to the topic of integrated energy planning. Download PDF

Review of instruments and tools (D3.2) currently used in Amsterdam/Zaanstad, Berlin, Paris, Stockholm, Vienna, Warsaw and Zagreb: This deliverable seeks to provide an overview of instruments and tools used by cities to integrate energy aspects into their planning process. It highlights gaps and puts forward recommendations on how to adjust existing instruments and tools and on the development of new instruments and tools. Download PDF

Showcasing good practices (D3.3): This deliverable shows good practices in integrating energy aspects into the urban planning process, already implemented by one of the URBAN LEARNING cities or under development. Download PDF

Innovative technical solutions

This report summarises the main results of the cities‘ analyses of innovative technical solutions for new urban developments. The main objective of this analysis is to identify innovative technical solutions for low-carbon development and analyse the implications for urban energy planning processes. The analysis was carried out in order to highlight commonalities and differences relevant for the planning of future city quarters. Download PDF
