As recognized by UL partners, coordinated work of all relevant stakeholders can help decision making process.

City planning must be integrated, the whole administration can‘t; so internal division must be counterbalanced by horizontal cooperation.

Administrative actors from different departments need to be gathered in a central working group to communicate strategic targets on climate and energy and follow its implementation in all administrative procedures. This working group can include external members e.g. experts, city district representatives and citizens action groups to participate in the discussions on issues of their specific interest and in this way to contribute in opening new development projects.
